IPG will develop a brownfield site located off Commercial Road.
The development will provide 70 homes within two perpendicular blocks. One four-storey block will face Commercial Road, while the larger six-storey block will overlook the Leeds and Liverpool Canal.
SNOW Architects has drawn up the plans which will provide 56 one-bedroom, and 19 two bedroom apartments.
Residents will have access to shared outdoor amenity space and an underground car park.
Greyside Planning is the planning consultant for the project.
